Nutrient run-off from agriculture, wastewater, and other activities led to algal blooms known as 'green soup' which in turn led to several mass die-off events in the Spanish Mar Menor lagoon.

In response, significant measures have been taken at multiple levels of government to tackle the issue, leading to a highly complex form of governance.

However, our findings show that there are equally significant levels of contestation between actors, which has made the cross-sectoral approach, which is needed for the situation in Mar Menor to improve, harder to achieve.
